One of the first professional librarians appointed to Government Departments, he experienced more than his share of library integration, first re-assembling the scattered stocks of the Colonial Office, next moving them to alternative premises, then coping with the amalgamation with the Commonwealth Relations Office and, finally, merging with the Foreign Office with its very different history, traditions and practices. He was specially interested in the preservation of records and other archival material.
